To change the 'Quality' settings, once you have the app connected to your phone and running, on the camera hit the MENU button. This should bring up menu 1, which says 'Exit Application'. Press to the right on the thumb wheel (where it says ISO), and you should see menu 2, where you can change the quality to RAW+JPEG

This one probably needs the app and the tv to allow control by each device. It could be possible to control it third party but that might need some real knowledge and hacking skills. Maybe easier to hack some android phone that controls the TV. OP could always ask Samsung directly. Also, Biamp might lend a helping hand.
