Jul 7, 2017 · Abstract. The Government of Vietnam recognises overseas Vietnamese as an important factor for the country’s development. To this end, it has developed a comprehensive legal framework and practical programmes to cater to both emigrants and the diaspora. This chapter provides an overview and analysis of Vietnamese emigrant and diaspora policies.
