Enger Park has several distinct garden areas within its grounds. The lovely gardens within this park prove how varied and beautiful gardens can be, even in this daunting northern part of Minnesota. The park is located on the summit of the range of stony bluffs that flank the city of Duluth.
Enger Park rests above Duluth’s West End on a site once called Grand Mountain. The park and adjacent golf course were developed on land purchased with money donated by West End furniture dealer Bert Enger in 1921. His 1931 will included more money for the park’s development, and in 1939 Enger Tower was built in the park in his honor.

Enger Tower is a beautiful landmark in Duluth, Minnesota, built in 1939 by a Norwegian immigrant and businessman named Bert Enger. The tower is made of blue stone and reinforced concrete and has an observation deck that offers breathtaking views of the city, Lake Superior, and the St. Louis River.
