That's right, just "conduct" it. For the record, one does not "conduct" a FOIA. That's not a thing. One can submit a FOIA request, in writing, and the relevant government agency may or may not choose to comply with it --they might also hit you with redaction fees, which can be costly-- but a FOIA request is not now, nor has it ever been, something that one "conducts."
