Patch 10.1.5 (2023-07-11): Name updated, was Tides of War. Now can also be accepted from Chromie at the Stormwind Embassy and choosing Battle for Azeroth Timewalking Campaign. Patch 9.0.2 (2020-11-17): Now also offered by Hero's Herald. War council moved from the throne room to the Petitioner's Chamber.
I recently tried to do this quest on a level 50s character and couldn't get the war council to spawn (the room was just empty), BUT I fixed it by dropping another quest I had in my quest log that involved talking to Anduin Wrynn. Once I did that, the war council spawned in immediately!
The war council happens in the Petitioner's Chamber within Stormwind Keep. King Anduin, Genn Greymane , Master Mathias Shaw , Lady Jaina Proudmoore , and a 7th Legion Sailor surround the war table.

Jan 11, 2021 · I am brand new to warcraft and just accepted the Tides of War quest and sailed to the new continent. There seems to be a lot of plot behind Jaina Proudmoore based on the intro. Am I supposed to know who she is and skipped a questline somewhere or will her backstory be filled in as I go?
Sep 12, 2012 · And Anduin will be the new king, with either Baine, or Eitrigg being the new war chief. There were hints in the book to that affect, and the new Wrathion quest chain clearly shows that the burning legion are coming and both factions have to unite to fight them.
Jan 15, 2020 · Having the same issue… I just faction changed to alliance to get the allied races. I also ran into another problem where I cant interact with portal to Boralus in The Mage Quarter. 6 Likes.
