Whenever the party wants to. They could start the game with one or later after doing certain things or defeating a tough enemy. I was in a game once where after about 15 sessions all the players original PCs died, so as the new ones came in we started calling ourselves The Successors.

Cavalier. And, Acrobat. Vengeance Paladin, Gloomstalker Ranger, Twilight Cleric, Lore Bard, Chronurgy Wizard, Stars Druid (Shepherd if level 6 but not quite worth it before that). Probably not the most mathematically optimized party, but it has ever role covered well with alternate options.
