Another factor was that Phoenix Bloodline does not grant flight via a focus spell, but Elemental does. Let's just say that's a sort of power the PC possessed at one point, albeit rarely used. It's still more frequent than any healing support spell. Plus, I do not think the UA Phoenix sorcerer of 5e is 1:1 with 2e's phoenix bloodline.
