Long story short is that they were held by Joel Silver's production company but have been given to the William Gaines (founder of EC Comics) estate. What they plan to do with it is unclear.
Tales From the Crypt Holdings (the rights holders to Tales From the Crypt, as they solely produced the show and HBO simply aired it) has denied multiple reboot attempts due to owning every aspect of it and has kept it off of streaming for this long (digital purchases DO NOT count as streaming when it comes to distribution).
