Former soldiers Michael Trujillo (Stephan James) and Ray Jackson (Taylor Kitsch) are robbing a drug stash in Brooklyn. The stash is much bigger than expected and cops show up. The duo gets into a gun battle and kills seven cops. They escape into Manhattan and the 21 bridges into the island are ordered shut.
