Iran is set to hold a run-off election after record low voter turnout in the country's presidential election.

Despite mounting calls to bow out of the 2024 presidential election after his debate performance on Thursday, President Biden said he will continue his run for a second term.

STORY: With million of votes counted so far in Iran's snap presidential election, two candidates have emerged neck and neck - the sole moderate candidate, and a hardline conservative. Electoral officials opened ballot boxes early Saturday, after polling ended midnight. Preliminary results show moderate candidate Massoud Pezeshkian and his hardline challenger, former nuclear negotiator Saeed Jalili in the lead. Pezeshkian, faithful to Iran's theocratic rule, has publicly criticized authorities over the death of Mahsa Amini. She's an Iranian Kurdish woman who died in custody for allegedly violating Islamic dress code, and her death sparked mass unrest in Iran in 2022. Jalili is a protege of Ayatollah Ali Khamenei, Iran's 85-year-old supreme leader. A staunch anti-Westerner, analysts say him winning could signal an even more antagonistic turn in the Islamic Republic's foreign and domestic policy. The election was sparked after the death of Ebrahim Raisi in a helicopter crash last month. It comes as tensions spike in the Middle East due to the war in Gaza, and Iranians face a struggling economy and U.S. sanctions. The end result of the vote is unlikely to alter Iran's backing for militant groups and its relations with the West. But it could alter domestic policies, and may shape succession to Khamenei, who's been in power since 1989. Public discontent, especially among Iran's youth, has kept voters away in recent elections. Some insiders said the turnout was around 40%, lower than expected by Iran's clerical rulers. In the past few weeks, Iranians have made wide use of the hashtag #ElectionCircus on X. Some activists at home and abroad called for a boycott, saying a high turnout would only serve to legitimize the Islamic Republic.

STORY: BIDEN: “I know, like millions of Americans know, when you get knocked down, you get back up.” U.S. president Joe Biden gave no sign of dropping out of the presidential race during a rally in North Carolina on Friday… …a day after a feeble debate performance against his Republican rival Donald Trump that dismayed his fellow Democrats. BIDEN: “I don't walk as easily as I used to. I don't speak as smoothly as I used to. I don't debate as well as I used to. But I know what I do know. I know how to tell the truth. (AUDIENCE CHEERS)” Biden's verbal stumbles and occasionally meandering responses during the debate heightened voter concerns that he might not be fit to serve another four-year term… even prompting some of his fellow Democrats to wonder whether they could replace him as their candidate for the Nov. 5 election. Trump: “He studied very hard. He studied so hard that he didn't know what the hell he was doing.” Meanwhile Trump - who put forward a series of falsehoods throughout the debate - appeared to take a victory lap Friday afternoon at a dueling rally in Virginia. “He got the debate rules that he wanted. He got the date that he wanted. He got the network that he wanted…” [FLASH] "We need more substance and voters deserve more substance.” Julia Azari is a political science professor at Marquette University. “...the proof there is going to be in kind what the polls look like next week. More than, more than anything, a sort of --- did this move the needle? [FLASH] it's very hard to take this out of the context of what's going on with Trump. You know, I think no matter how badly Biden did, the felony convictions, -- a much more significant story, a much more substantive story - that didn't change the polls very much." The Biden campaign said it raised $14 million on Thursday and Friday and posted its single best hour of fundraising immediately after the debate. The Trump campaign said it raised $8 million on debate night. Biden, already the oldest American president in history, faced only token opposition during the party's months-long nominating contest. He has secured enough support to guarantee his spot as the Democratic nominee. Trump likewise overcame his intra-party challengers early in the year, setting the stage for a long and bitter general election fight.

STORY: Francis Ochieng is struggling to come to terms with the damage inflicted on his business in Nairobi. Days of anti-government protests in Kenya were accompanied by some vandalism and looting. Ochieng says he's lost almost $10,000 after his shop was set ablaze. "It is hard, I do not know where to start, and I have a family, I have a wife with a small child and school going children, so from that day I have not eaten, you see how I am right now, I do not know where to start." :: June 26, 2024 Someone else likely counting the cost of the unrest, Kenya's President William Ruto. "I will not sign the 2024 finance bill." His withdrawal of support for a finance bill has complicated efforts to tackle Kenya's heavy debt burden. Public borrowing is 68% of GDP, higher than the 55% recommended by the World Bank and the IMF. The IMF has urged Kenya to meet revenue targets to access more funding. The unpopular finance bill would have aimed to raise $2.7 billion through taxes on items including bread, cooking oil and diapers. But now Kenya is shifting from raising revenues to cutting spending. Ruto has said he will work on austerity measures, starting with cuts to the budget of the presidency. But political analyst James Shikwati said the protests have exposed deeper issues in Kenya. "So there is a finance bill but there is also how the government is enacting its measures to widen the tax base and those measures are actually stifling or killing enterprises and its enterprises that employ young people." :: File Shikwati said Ruto's election campaign message of two years ago, when he portrayed himself as a champion of low-income "hustlers", had come back to bite him and that young people are "really, really mad at him". Some activists say they don't trust the government won't still try to implement tax rises. And many have vowed to keep calling for Ruto to step down.

Iran on Friday is holding its presidential election to replace President Ebrahim Raisi, who died in a helicopter crash in May. But many Iranians say they will stay home instead of heading to the polls. CBS News senior foreign correspondent Elizabeth Palmer is in Tehran to help explain why.

While unemployment remains low, stubborn inflation and high prices have made the economy a central issue going into the November election, and voters are looking to President Biden and former President Donald Trump to address it in Thursday's debate. Jo Ling Kent has more.
