The man is a pompous though obscure writer - he's played by George Sanders - and there's no doubt about what Stanwyck has witnessed.
Witness to Murder begins, fittingly enough, with a woman named Cheryl (Barbara Stanwyck) witnessing a girl in another apartment building being choked to death by a man named Albert Richter. She reports the incident to the police and detectives search Richter's place, but are unable to find a body.

Independent working girl Draper has been committed to a mental hospital for claiming she witnessed a murder in a neighboring apartment for which there’s no evidence and for sending the alleged murderer threatening letters that she can’t recall writing.
Cheryl Draper, without a doubt, witnessed a murder. But when she reports the incident, the police conclude she was dreaming. Now, the killer, Albert Richter, will see to it that Cheryl ceases to claim what she saw.
