Manuel Sanchez, a dedicated but neurotic cop, often finds that his efforts to solve crimes are put in jeopardy by his own clumsiness and the incompetence of his colleagues. Manuel's partner is a egotistical cop who accepts bribes and cannot interrogate suspects without roughing them up. The other detectives at the precinct include a cop who hates his job, a self-righteous mother and an undercover cop with questionable ethics. They are all supervised by Capt. John Rushour, a brusque cop who expects failure.
