Summaries. As Quincy looks into the rape and murder of a civil servant; he finds a rash of murders - and a political conspiracy. A woman dies, her neck broken. Police locate an obvious suspect, but Quincy remains skeptical.
EPISODE SYNOPSIS. After finding evidence tampering, due to poor detective work, Quincy and Monahan, exchange viewpoints over how to conduct a proper investigation. Just then, Brill reports, another crime occurred with the victim/suspect still alive and believes there might be a connection.
When a young secretary from City Hall, Dianne Johnson, turns up raped and killed on a beach, medical examiner Dr. Quincy suspects more than the Open-and-Shut Case his superiors want to see. However, prying into the series of deaths that results and the corruption that caused it all could be murder.
