They cannot be turned into a vampire again. The Unofficial Dawnguard Patch, version 1.1.1, fixes this bug. Use the console command setstage dlc1rv07 100 to move the quest to the next stage. One fix to this bug is to kill the already infected vampire. It marks the quest as "failed" but still completes it.
