"Rumors" is the third episode in season 1 of The Proud Family. It first aired on September 21, 2001, along with "Strike".
Penny is seen acting more generous than usual, such as washing the dishes, making breakfast and complimenting her parents. She eventually reveals she wants to have a sleepover that she promises will only be with two other people. Trudy says no because she and Oscar will be at an awards banquet, but she agrees that if Suga Mama agrees to chaperone she can have it. Penny knows she will because she and Suga Mama "speak the same language", and it cuts to her giving Suga Mama twenty dollars that her dad had given her earlier when he initially thought she was being nice for money. DiJoney and Zoey arrive, along with LaCieniga, to Penny's chagrin, as she didn’t invite her. DiJoney insists shes cool.
Before Trudy and Oscar leave, they tell them "the rules:" "No loud music, no boys, no running up the phone bill, no boys, and most importantly...no boys." Once they leave, Suga Mama falls fast asleep with the tv on, the only thing that will wake her up is someone turning it off. Dijonay invites boys over, including Omar, a quarterback that Penny has a crush on and starts the party music. Penny puts the twins to sleep upstairs and leaves Puff in their room, where they begun to torment him. Meanwhile, at the awards banquet, Oscar torments the pigeons by saying he eats duck. The pigeons get back at him by chasing after him.
Trudy: Ok, baby. You know the rules. No loud music,
Oscar: No boys,
Trudy: No running up my phone bill,
Oscar: No boys,
Trudy: And most important rule of all...
Penny, Lacienega, Zoey, Dijonay: No boys.
