Westminster, city, seat (1837) of Carroll county, northern Maryland, U.S., 31 miles (50 km) northwest of Baltimore. It was founded in 1764 by William Winchester and was commonly called Winchester in its early years.
History of Westminster. Westminster was founded in 1764 by William Winchester of England. William Winchester was born in Westminster, England on December 22, 1711 and arrived at Annapolis, Maryland in 1731 as an indentured servant. He passed away on September 2, 1790.
