Feb 18, 2016 · Yes there is a way: set your downloading preference to "Anyone". If you do that people surfing on your Guest Pass for an Album or an individual photo, will be able to download. Sadly, there is no separate download setting for just Guest Passes (now sort of redefined as "Share" links). .
If someone tries to download any of the visible images, Flickr puts an invisible spaceball over your image. If they right click, they will be told that the owner has disabled downloads. The privacy setting works exactly as it is described.
Whether or not someone has downloaded your images and posted them elsewhere is a different issue. That is entirely possible. Anyone can download any image that they can view, no matter what deterrents you use. So, yes, your photos may be being downloaded and posted elsewhere.
