Step 1: Get your Marriage License. To obtain a license in St. Louis County, Both parties must appear in person (at the same time) to the Recorder of Deeds office in the Administration Building at 41 S. Central in Clayton, next door to the courthouse. The Recorder's office is on the fourth floor.
