Tomas Milian (born Tomás Quintín Rodríguez-Varona Milián Salinas de la Fé y Álvarez de la Campa; 3 March 1933 – 22 March 2017) was a Cuban-born actor and singer with American and Italian citizenship, known for the emotional intensity and humor he brought to starring roles in European genre films.
His father was an army general under a Cuban dictatorship. In 1933 the dictatorship was overthrown and his father arrested. He committed suicide in 1945 in his home, with Tomas as an eyewitness.

The suspicious Javier stops it, finds a large cache of drugs in the back and arrests the drivers. Several cars then speed toward them, and General Arturo Salazar exits one to tell Javier that he has done an excellent job, but his own men will take over.
In Mexico, officer Javier Rodriguez (del Toro) is assigned to investigate the drug trade by one General Salazar (Tomas Milian). Meanwhile, in Washington, federal judge Robert Wakefield (Douglas) is appointed the new drug czar just as he learns his daughter (Erika Christensen) is an addict herself.
