     You have few huge super basic errors:

     First onResume is only called when activity in the baground comes to the foreground. Put setUpMapIfNeeded() Inside onCreate as well.

     Second in your function setUpMapIfNeeded() in the last if statement instead of putting setUpMap() you put setUpMapIfNeeded() change that and it should work.

     public class MapsActivity extends FragmentActivity {private GoogleMap mMap; // Might be null if Google Play services APK is not available.

     Here is your code modified:

     The api key goes to local.properties file. Put it inside double quotes. Please confirm that the file doesn't go in version control.

     You would have to create a Service that will run even when you application is in the background. This Service will have to implement or have a LocationListener object.

     When onLocationChanged is triggered you could perform your task, as this indicates that you have received a new location update.
