This basically means Rotten using it's dumbass "evaluating system" a movie which got reviews ranging from 4.5 to 6 out of 10 can get a 100% "tomatometer" if Rotten thinks all those reviewers liked the movie while another movie which also got 4.5 to 6 out of 10 can get a 0% "tomatometer" if Rotten thinks all those reviewers disliked the movie.
Likewise, people often assume as RT critic rating of 50% as being on fairly poorly rated movie with a score of 5 on 10 or 50 on 100, whereas again, this is completely inaccurate. I score of 99% means that 99% of the reviews were positive reviews.
