It’s a breathalyzer, so it’s representing the amount of alcohol in his blood. .08 is what is considered legally drunk for driving in the US, just for example (although TPB takes place in Canada).

Honestly trailer park boys was one of the first tv shows to explore issues like sexuality in a deeper meaning without the characters getting ridiculed such as Lahey and Randy exploring their feelings for each other.
I watched “One Last Shot” (1998) '90s. It’s really cool to see Julian, Ricky and Lahey from Trailer Park Boys doing something before the show. It kind of felt like a precursor to TPB, especially with Lahey having the same name, albeit spelled differently.
