Restrisiko plot. An old nuclear reactor, which has remained in use through political tricks and bribery, malfunctions. The malfunction leads to a huge explosion. Hamburg and the surrounding area appears to be radioactively contaminated and is labeled a quarantine area. More than two million people have to be evacuated.
