Immediately on taking over, the Bolsheviks proposed to the belligerent countries an end to the fighting. The Germans and Austrians promptly agreed to the proposal. In negotiations held at Brest-Litovsk, an armistice was arranged (December 1917). This was to be followed by a peace treaty.
