The county of Flanders originated from the Gau of Pagus Flandrensis, led by the Forestiers dynasty, who had been appointed by Charlemagne, who had made a small contribution by uniting small feudal territories in the higher parts of the Flemish Valley. Up to 1477, the core area under French suzerainty was west of the Scheldt and was called "Royal Flanders" (Dutch: Kroon-Vlaanderen, French: Flandre royale ). Aside from this, the counts, from the 11th century onward, held land east of the river as a fief of the Holy Roman Empire: "Imperial Flanders" ( Rijks-Vlaanderen or Flandre impériale ).
The County of Flanders is first recorded for 862, then as part of the West Frankish Kingdom (of France), to which it belonged until 1495. In the course of the Middle Ages the Counts of Flanders acquired territory beyond the French border, in the Holy Roman Empire: Imperial Flanders (the Land van Aalst).
The county of Flanders was created 864 when the French king Charles the Bald granted it as a fief to his son-in-law Baldwin with the Iron Arm. Flanders was a part of France but distinguished itself from the rest of the country with its Germanic Flemish population and close economic ties to England.
