Apr 28, 2020 · The work stems from a premise that American and Western leaders have, since World War II, failed to clarify when the country is at war or what victory looks like. As a result, they have struggled to apply an appropriate strategic approach and sufficient resources to win.
This paper offers a theory of military retrenchment by states in relative decline. I argue that a declining state to withdraw foreign military deployments and security commitments when there exists a suitable regional which it can devolve its current responsibilities.
Their program is popularly referred to as “devolution,” the “devolving” of federal responsibilities to lower levels of government. The controversy that devolution has generated is the latest chapter in a debate over optimal intergovernmental arrange-ments that is as old as the nation itself.
