     From RFC 5321, section 2.3.11:

     The standard mailbox naming convention is defined to be "local-part@domain"; contemporary usage permits a much broader set of applications than simple "user names". Consequently, and due to a long history of problems when intermediate hosts have attempted to optimize transport by modifying them, the local-part MUST be interpreted and assigned semantics only by the host specified in the domain part of the address.

     So yes, the part before the "@" could be case-sensitive, since it is entirely under the control of the host system. In practice though, no widely used mail systems distinguish different addresses based on case.

     The part after the @ sign however is the domain and according to RFC 1035, section 3.1,

     "Name servers and resolvers must compare [domains] in a case-insensitive manner"

     In short, you are safe to treat email addresses as case-insensitive.

     If email providers are treating email addresses as case sensitive, it can create a lot of mess and interoperability problems. Hence the majority of the latest email providers either auto-correct case or ignore case. Therefore except for few outdated email servers, email addresses are case insensitive....

     Email address consists of two parts local before @ and domain that goes after.

     Rules to these parts are different:

     For local part you can use ASCII:

     • Latin letters A - Z a - z
     • digits 0 - 9
     • special characters !#$%&'*+-/=?^_`{|}~
     • dot ., that it is not first or last, and not in sequence
     • space and "(),:;<>@[] characters are allowed with restrictions (they are only allowed inside a quoted string, a backslash or double-quote must be preceded by a backslash)

     Plus since 2012 you can use international characters above U+007F, encoded as UTF-8.

     Domain part is more restricted:

     • Latin letters A - Z a - z
     • digits 0 - 9
     • hyphen -, that is not first or last, multiple hyphens in sequence are allowed.

     The allowed syntax in an email address is described in [RFC 3696][1], and is pretty involved.

     The exact rule [for local part; the part before the '@'] is that any ASCII character, including control characters, may appear quoted, or in a quoted string. When quoting is needed, the backslash character is used to quote the following character [...] Without quotes, local-parts may consist of any combination of alphabetic characters, digits, or any of the special characters ! # $ % & ' * + - / = ? ^ _ ` . { | } ~ [...] Any characters, or combination of bits (as octets), are permitted in DNS names. However, there is a preferred form that is required by most applications...

     .con emails cannot exist (right now) because there is not a top-level domain (TLD) named .con

     If you go to the Wikipedia page or tld-list.com, you'll see that there isn't a .con

     • .computer
     • .condos
     • .construction
     • .consulting
     • .contact
     • .contractors
     • .cooking

     No .con to be found.

     You should probably popup a warning instead of automatically fixing it, though, so that clients are conscious that they made a mistake.
