At the beginning of your upkeep, put two descent counters on Descent into Avernus. Then each player creates X Treasure tokens and Descent into Avernus deals X damage to each player, where X is the number of descent counters on Descent into Avernus.
Knowing some of my players the way I do, I have to be prepared for the eventual possibility that when it comes time to choose a new ruler for Avernus to replace Zariel, they may try to take it themselves. What would be the best way to play this out?
As a final push, Zariel and the Hellriders rode into the portal to Avernus and nearly defeated the devils there. However many of the Hellriders fled. They lied and said they fought bravely, but in reality they fled shortly after arriving in Avernus and closed the portal behind them.
