His non-profit staff is a tiny fraction of the sprawling bureaucracy he commanded as Montgomery County executive in the 1990s and 2000s. Same goes for the organization’s budget.
Mr. Duncan is best known for having served three terms as Montgomery County Executive, the top elected official in Maryland’s largest jurisdiction. The Washington Post has called him the best County Executive in Montgomery County history.
