In 1943, in response to an FCC decree, RCA was forced to sell one of its radio networks—NBC Blue—to the industrialist Edward J. Noble. The sale included all the programs and personalities that were contractually bound to the network, and in 1945 it was rechristened the American Broadcasting Company (ABC).

Like radio broadcasters, television broadcasters operated under the authority of the FCC, the Federal Communications Commission. The FCC was established by Franklin Roosevelt with the assumption that the airwaves, the broadcast "bandwidth," belonged to the people, much in the same way as, for example, federal forest land belongs to the people.
Federal law prohibits obscene, indecent and profane content from being broadcast on the radio or TV. That may seem clear enough, but determining what obscene, indecent and profane mean can be difficult, depending on who you talk to.
