In short, the combination of her physical remains and her Force presence due to her death in the holding cell create a weird mix of essence and presence that feels odd, but is still sufficiently attractive to would-be Jedi rescuers.
A green-skinned Mirialan, Luminara Unduli served the Jedi Order during the final years of the Galactic Republic, and trained the capable Padawan Barriss Offee. A no-nonsense Jedi Master, Luminara fought in Clone Wars battles such as Geonosis and Kashyyyk, and was thought to have perished during Order 66.
For number 2- the Jedi are trained that attachments are bad. She seems to take it to an extreme. 3-the Jedi were largely blind to many things during the Clone Wars and Bariss was hardly the only Jedi to turn. I don’t think Luminara is a case for being the worst aspects of the order.
