The Superheavy Batsuit or, "Rookie" as it was nicknamed, was a robotic mech batsuit created by Powers Tech for the GCPD to use in the wake of Batman's apparent death. It was used by former commissioner Jim Gordon during his run as Batman.
James Worthington "Jim" Gordon is Commissioner of the Gotham City Police Department and one of Batman's most trusted allies. Created by Bill Finger and Bob Kane, he first appeared in Detective Comics #27 (May 1939) and served as one of Batman's first supporting character.
In the alternate timeline of the Flashpoint event, James Gordon is the chief of police, instead of being commissioner, and also works with Thomas Wayne, the Flashpoint version of Batman. Later, Gordon tries to convince Batman that he does not have to fight villains by himself, but Batman refuses.
The suit was created by Daryl Gutierrez while he was working for Powers Internationals for Jim Gordon as he was supposed to take up the mantle of Batman. Gordon used the suit thoughout his period as Batman until he retired once again to civilian life.

Dec 30, 2015 · It began with a lot of head-scratching. As Scott Snyder and Greg Capullo’s Joker epic “Endgame” wound down, DC released an image of Batman’s new robotic suit. With no explanation given, conjecture and disbelief ran wild. Why would Batman need an enhanced suit? What’s with the missile launchers?
