This happened during the Snyder-Capullo run after they had allegedly killed off Batman and the Joker in the "Endgame" storyline. It was always meant to be temporary, but it was interesting. There was a whole subplot about amnesiac Bruce Wayne working at a shelter. He was actually happy for once.

Following Bruce Wayne’s disappearance, Commissioner James Gordon was invited to head up Gotham City’s Batman Task Force as the new Batman for a time. Gordon got into shape and became the best Batman he could be, piloting a giant mechanical suit which he affectionately referred to as “Rookie.”
Meanwhile, James Gordon researches the hospital and finds images appearing to be the Joker, taken decades before the Joker's first encounter with Batman. The Joker attacks Gordon, who responds by shooting the Joker dead.
