Jorge Ubico. Jorge Ubico y Castañeda (November 10, 1878 - June 14, 1946) was President of Guatemala from February 14, 1931 to July 4, 1944. Ubico is widely considered the last of the liberal authoritarian rulers in Latin America. A Colonel by the age of 28, Ubico was a military governor by the age of 29. In 1920, he became Chief of Army Staff.
