Synopsis. Hal Doyle, the son of a prison warden, falls in love with Mollie Dare, who conducts a reformatory for ex-convicts, and to be near her impersonates Tucson Joe, a notorious outlaw. The real Tucson Joe soon arrives at the reformatory and, with Scar Bailey's assistance, plots to rob the safe.

The penal colony is enjoying the presence of a very liberal-minded supervisor (Eugenia Gilbert), with whom Hoot naturally falls in love.
