James uses two analogies here to make the point that the tongue is small, but mighty: the bit and the rudder. A bit is a relatively small instrument, but when you put it into a horse’s mouth, you can control the entire horse.
Even at the time James wrote, human beings had learned to tame (figuratively) every kind of animal and bird, reptile, and sea creature. This verse echoes God's command in Genesis 1:28: "…have dominion over the fish of the sea and over the birds of the heavens and over every living thing that moves on the earth."
