The Virgin Islands officially became an unincorporated U.S. territory in 1927. Their first civilian governor, Paul Martin Pearson, was appointed by Herbert Hoover and inaugurated on March 18. 1931. The islands remained under the direct control of the U.S. government until 1968, when residents were first allowed to elect their own governor.
