In their final fight, their weapons reverse. Spike has Vicious' sword, Vicious Spike's gun. Vicious could easily take the upper hand here, shooting Spike. But instead they give each other back their preferred weapons, and Vicious dies. Even if it meant his death, there was a fundamental code of honour that Vicious couldn't let go of.
As a villain, Vicious is as well written as any of the main villains from multiple stories like Star Wars. He’s about as fleshed out as Darth Vader from the first movie. They leave his character open enough for interpretation from before the whole Spike leaving the syndicate storyline of Cowboy Bebop.
The episode length demonstrates the show runners didn't understand the source material from the get go. The appeal of Cowboy Bebop stems from the brevity of the series/episodes. It's the questions left unanswered, and the blank spaces you fill in on your own. The feelings of nostalgia and melancholy are integral to the original series.
