Seeing as how Guggenheim and his team treated Green Arrow in this show, that is probably their mentality. They disregarded Green Arrow mythos, just because he is not as famous as Batman, and tried to make GA into Batman instead.
His statement is actually pretty pro-Olicity; he's basically saying the pacing is what was wrong with it (it wasn't but deflecting the creative problems of the show is like his thing) and that he wishes he could have had it go on longer.
