Biography. The Hon. Robert J. Carroll is a judge for the 40th District Court of Texas in Ellis County. He was elected to the bench in 2010 and re-elected in 2014 and 2018. Prior to his election, Carroll worked as an attorney in private practice for more than twenty-five years.
