He uses die-cast parts painted parts to match the character model. Blitzwing requires assembly as the wings are detached from the figure in order to maintain packaging size.
The pieces are all there, both literally and metaphorically. Maybe in a later movie they could show us the military gathering the pieces from Blitzwing and the triple-changers and using them to make their own Frankenstein transformer.
