Project 985 (Chinese: 985工程) was a higher education development and sponsorship scheme of the Chinese central government for creating world-class higher education institutions, initiated in May 1998. There were 39 universities selected to be part of this program.

Feb 6, 2018 · Under the background of global competition in science and technology, the pace of developing world-class universities in China is accelerating. The Chinese government released the World-Class 2.0 project, replacing the 211 and 985 projects, and aiming to become a global higher education center.
Tier 1 is comprised of China’s two elite universities, Beijing University and Tsinghua University, which both entered the 985 Project in 1999. Tier 2 is comprised of five universities that also entered into the program in 1999, but have international rankings below Tier 1.
Abstract. This study used multiple streams framework to analyse the motivation of reform from 211 Project and 985 Project to the Double-first-class Plan in China.
