- Though the plot has the potential to make a good film, INCIDENT AT PHANTOM HILL never quite makes the grade. Despite some nice action sequences, the direction is relatively lackluster and indifferent. Characters aren't given much motivation and the script never delivers on its promises.

At the close of the Civil War, a group of Confederates steals a million dollars in gold from a Union convoy. The gold is hidden in a cave near Phantom Hill, Texas.
