Meetings. The Antarctic Treaty System's yearly Antarctic Treaty Consultative Meetings (ATCM) are the international forum for the administration and management of the region. Only 29 of the 57 parties to the agreements have the right to participate in decision-making at these meetings, though the other 28 are still allowed to attend.

The Antarctic Treaty was signed in Washington on 1 December 1959 by the twelve nations that had been active during the IGY (Argentina, Australia, Belgium, Chile, France, Japan, New Zealand, Norway, South Africa, United Kingdom, United States and USSR).
The Antarctic Treaty and related agreements are collectively called the Antarctic Treaty System (ATS). The granting of consultative status within the Antarctic Treaty, permitting full participation in its operation with that of the original 12 contracting states, depends on long-term scientific commitment.
These meetings are known as Antarctic Treaty Consultative Meetings (ATCM). Consultative Parties host the ATCM-CEP and the sequencing of the hosts is usually determined by alphabetical order in the English language. It is now the first time that Finland hosts the ACTM having accepted as a consultative party in 1989.
