A personal log, or daily log, was a type of log used to record a person's thoughts about a current mission, or record discrete entries arranged by date and reporting on activities over the course of a day, which could be recorded by name as an unofficial documentation of events as viewed from their professional position. It was similar to a diary, and was meant to be a personal record not available to others. (DS9: "Whispers"; VOY: "The Omega Directive").
Personal logs made by members of Starfleet could be accessed by other officers during the course of an official investigation if authorized by a commanding officer, which Captain Jean-Luc Picard did for Deanna Troi and Worf while investigating the suicide of Lt. Daniel Kwan. Reviewing the contents of Kwan's log, Troi found Kwan in the log didn't sound like someone planning to kill himself. (TNG: "Eye of the Beholder")

A personnel file, or personnel dossier, was a computer file that contained information on a specific person. In a military force, it might be known as a service record or service transcript. All members of Starfleet had a personnel file.
It's a record. Everyone keeps their own log of daily events and those logs can be cross-checked across other crew logs to learn information about crew whereabouts, motives, etc.
Jan 19, 2019 · Memory Alpha has this to say about the Captain's Log. Presumably, these log entries were created after the events had transpired, when the captain had time to update his log, and it was either Starfleet procedure or just Kirk's personal habit to record such logs in the present tense.
A personnel log was a record of personnel transfers to starships. In 2369, upon supposedly seeing an unfamiliar sciences division lieutenant in a Starfleet uniform, William T. Riker asked Deanna Troi if the USS Enterprise-D had a new lieutenant aboard.
Captain's log and chief of whatever's log indicates an official log that most likely will be sent on up to whoever's supposed to be checking these things. Personal logs are personal, like a journal. I think it's important to note that personal log doesn't necessarily indicate that it'll remain private no matter what, though.
