I looked up this article to figure out why there were NFZs in Iraq during the 90s, but this article doesn't explain what the purpose is, only that a no fly zone is a zone where no flying is to be done, which is pretty obvious (though that was apparently not really the case in Iraq, see Operation Provide Comfort).
