From what I gather, Permanent Wave is more of an era of rock and pop music as opposed to genre with a highly distinctive sound. The genre is the successor to the New Wave genre, which has the following definition: new wave, category of popular music spanning the late 1970s and the early 1980s.

But PW is generally less chorus-oriented and with little-to-no electronic instrumentation. Some musicians believe “permanent” is a play on “new wave,” to imply this music category is now well established.
