While I agree with the general feeling that 1959 is a bit late for City of Fear to properly be considered an American noir of the classic era, the irredeemability of its villain, the seediness of the world on display, and its depiction of a power structure that is not only impotent, but also afraid puts the film firmly in Paul Schrader's third phase of the genre.
