To prevent crashes, the mod will attempt to decrease the render distance if it's above 16 unless Optifine is installed. If this behavior is not desired (for example, because another mod that allows higher render distance is being used), it can be disabled with the config option 1.25_enableRenderDistCheck .
Btw I found the mod I was looking for although it is not for 1.12.2, so I am still open to suggestions! (It is called "HBM's nuclear tech mod"( but it is in 1.7.10 and there is lots of glitches in 1.7.10 but it is a great mod with lots and lots of pretty cool stuff!))
