Eli is another name for (the Hebrew) God, so the movie is really called "The Book of God" and it's an American film, so that means you can be 98% sure it's the Bible.

I believe the apocalypse in The Book of Eli was humanity being given a second chance to use religion for good instead of evil (symbolized by Carnegie vs Eli). I guess for me, the movie was so touching to me because it addressed all of the problems I had with religions in a way that entertained me much like a biblical tale would.
Eli already fulfilled what he needed to. Her mission is to save her mother and perhaps help restore some humanity along the way. Maybe she carries one or more of the multiple copies of the Bible they printed. Maybe she tasked herself with spreading God’s word and helping people return to God using the Bible (s) she may have taken with her.
